Professor Carmen L. Rosales worked as Director of "Higher Education Today" in the Cultural Office (Fulbright and Academic exchange programs), Embassy of the United States (1984-88). She is a Post-Doctoral fellow (Penn State) and holds a Ph.D. degree from The Pennsylvania State University de los Estados Unidos. She also holds a Master's Degree of Educational Administration from the University of Ottawa, Canada, and is Licenciada in Letras, Universidad Central de Venezuela (UCV)and Professor of Castellano, Literatura y Latin, Universidad Pedagogica Libertador (UPEL/IUPC)Caracas, Venezuela.

Her book was publisde in the USA: Curriculum Professors' Specialized Knowledge (NY:University Press, 1996); and she was one of the founders of the Universidad Nacional Abierta where she designed several books; also she was the Director of Post-Graduate Studies in Universidad Metropolitana; she has taught in different Universities, and has published diverse articles and presented papers in conferences in Venezuela, USA and Canada
